| December 3, 2008 Special Town Meeting
The Special Town Meeting was called to order by First Selectman John Hodge at 7:30 p.m. After the Pledge of Allegiance was recited, First Selectman Hodge explained the place of the meeting had been changed from the Senior Center to the High School Library because of a conflict in scheduling. First Selectman Hodge made a motion to have the Town Clerk dispense with reading the full warning due to the length of it and only read the question which will appear on the ballot. Cheryl Reedy seconded the motion, passed unanimously. First Selectman Hodge noted that hard copies of the full warning were available for public inspection at this meeting. The following call of the meeting was read by Janice Zackeo, Town Clerk: Warning - Town of New Fairfield - Notice of Special Town Meeting on December 3, 2008 - 7:30 P.M. and Adjourned Town Meeting and Referendum on December 13, 2008. SHALL the resolution appropriating $2,000,000 for the purchase of an Emergency Communication System and authorizing the issuance of $2,000,000 bonds of the Town to meet said appropriation, be approved? Yes or No Donald Blackwell made a motion to accept the call as read, seconded by Cheryl Reedy, passed by voice vote. First Selectman John Hodge called for nominations for moderator. Donald Blackwell made a motion to nominate Ronald Oliveri as moderator, seconded by Maureen Walker. Sensing no other nominations, First Selectman Hodge made a motion to close nominations, seconded by Donald Blackwell, passed unanimously. Ronald Oliveri was unanimously approved as moderator. Moderator Oliveri stated that if there were no objections, the rules of Order for the evening would be as follows: 1. All questions and comments would be addressed to the First Selectmen. If he feels that there is another present who can contribute to the response, he may call upon that person. 2. This meeting will be conducted with respect for everyone’s opinion. There will be no debates among members of the assembly. The moderator will have anyone removed who is disruptive to this process. 3. Robert’s Rules of Order will be adhered to. 4. All speakers should come to the podium, state their name and limit their comments to three minutes. If there are no objections, the moderator will allow another two minutes of time for the speaker to complete his or her thoughts. Moderator Oliveri stated that Bonding Council had suggested this meeting, with the purpose being to have the Selectmen communicate with the residents and share information. This meeting is being held to allow everyone’s questions and concerns to be heard. The time and date of the vote on the question has already been set. It will be held on Saturday, December 13, 2008 from 12:00 noon – 8:00 p.m. Moderator Oliveri opened the floor for discussion. Discussion was held by Rudolf Behrens, Edward McCue, Cheryl Reedy, Kevin Russ, Mary Siano, Steven Immarigeon, Donald Blackwell, Joel Bouchard, Edward Siebert, Victor Boronkay, Robert Jano and Maria Evans. After discussion was completed, Cheryl Reedy made a motion to adjourn, seconded by Joel Bouchard, approved by voice vote.
